Where do I go to learn how to make this kind of site?

I have an idea where people can go to a website, create an account, collect points, and use those points for virtual prizes. When they create an account, they get some prizes. They can exchange points for more prizes, and the fun just keeps on going.

Anyway, I has hoping someone could direct me to a place where I can learn how to do something like this, or if they could just tell me. The fact that I’m not working with an active website might make things a little more difficult, but I really want someone who can help. Anyone?
